The gaming world came to a standstill with the announcement of Grand Theft Auto VI, but in Brazil, the most anticipated launch of the decade encountered a new legislative landscape. Recently, Rockstar Games suspended direct sales on its launcher for the Brazilian public. The reason? Compliance with Federal Law No. 14.811/24, popularly known as the "Felca Law" or the update to the Digital ECA (Statute of the Child and Adolescent).


What has actually changed with the Digital ECA?


A lot of misinformation circulated claiming that the government would require facial recognition for any access or that games would be banned. This is false. Influencer Felca, a leading voice in the discussion of this regulation, detailed the real points of the law:


  • Real Age Verification (Article 9): Platforms with adult content (such as adult sites and games rated 18+) now need reliable verification mechanisms, going beyond a simple "I am 18" button.


  • The End of "Lootboxes" for Children: The law combats gambling mechanics disguised as gaming. Children should not have access to systems that function as digital casinos, protecting family finances and the mental health of minors.


  • Control of Interaction with Strangers (Articles 16 to 18): Games must now offer parental supervision tools, allowing parents to know who their children are interacting with and block contacts from ill-intentioned adults.

Rockstar's Decision: Compliance and Responsibility


Rockstar Games did not "cancel" GTA in Brazil. What occurred was a strategic retreat. Since the company's launcher is a direct sales platform, they need to update their systems to meet these new requirements for verification and protection.


While other digital stores already have these filters in place, Rockstar chose to pause direct sales to ensure that when GTA VI arrives, it is 100% within Brazilian legality, avoiding heavy fines and legal issues.

My position on the Digital ECA is based on facts and responsibility, not politics. I am not a fan, let alone a friend, of Felca, politicians from the right, the left, or anyone involved in this case. My commitment here is to the truth and the safety of my family.


I believe the Digital ECA is a necessary step. Criticizing this law as "censorship" is a mistake. Censorship is silencing ideas; protection is ensuring that a 9-year-old is not approached by strangers in chats or induced into gambling addictions. Furthermore, there is a point many forget: those over 18 years old do not need to worry about the restrictions of this law, as it is focused exclusively on protecting minors.


As an adult, my access remains guaranteed, but as a father, I feel more at ease knowing that the digital environment is no longer a "no man's land." These tech companies earn billions in Brazil, and it is only fair that they invest to make their platforms safe for our children.
